Join Orange County Soccer Officials Association (OCSOA) - Currently Closed to New Members

Thank you for your interest in our organization. Orange County Soccer Officials Association is the largest and most experienced group in the state, officiating over 4,500 matches in a 12 week period, Dec 1 through the middle of February each year. We are always trying to increase our membership so please read the following items so that you can properly complete the requirements. These requirements are mandated by C.I.F., the gaming authority and SCSOA, our parent organization. They are not subject to waiver.

The assignor is an independent contractor who does this for a living. He will advise you of the fees and assignment criteria. Check the Assignment Section of the website for details and information as the season progresses.

The dues for membership for the 2010-2011 year were $70 which includes your membership in the SCSOA organization and the insurance they provide. The cost for their portion of the fees was $30.

Our training begins in September and finishes in October. We do not have the ability to add officials to the list of certified officials once we submit it to the CIF office. These requirements are not made to discourage applicants. They are necessary to maintain the high quality of officiating required in order to supply the best-trained officials to our high school players, coaches and schools. We currently have 275 members, probably the largest such organization in the country.

Games begin at 2:30 or 3:00 most afternoons and all day Saturday. There are very few evening and no Sunday matches. Game fees are listed on the "Game Fees" page of the website under the Assignments section.

Prospective Members:

Currently, our organization is NOT accepting new members, as we have reached capacity. Therefore the information on this page regarding how to join, is for future reference only but currently does not apply and the links to membership forms have been disabled.

First year high school referees must attend 18 hours of classroom and general session training. Class schedules will be announced and posted here on the website. Upon completion of the training, we will clear you for assignments through our assignor. First year officials are also required to be assessed on the field. That cost for 2010-2011 was $45 which must be paid along with the registration fee. You will be assessed during the first week of the season for rating purposes which helps us and the assignor get you assigned to games which match your ability level.

Unfortunately we will not accept every applicant as we have an abundance of officials. Please plan on submitting your application at the first new ref meeting where we will advise you of the entire process. The number of new referees depends on how many returning referees we lose.

Each new referee will probably only receive 20 games the first year. We do not want to create expectations that can't be fulfilled.

Returning Members:

The class training schedule for returning members will be posted in Arbiter, where you will need to enroll for the classes you will attend. For planning purposes, we will have the dates also posted here on the website.

Both Prospective Members and Returning Members:

Please find the Membership Application link at the bottom of this page. It is a PDF document that you can fill in on your PC or by hand, then print and bring with you to the training classes. All referees (both new and returning) must fill out this form, print it, and bring it to class with them.
